To sync audio and video on PC player you need delay video by 1000 ms (i.e. exactly one second) or delay audio by -1000 ms (i.e. minus one second). Basically audio need to be shifted 1 sec earlier, or video 1 sec latter. There is no need for stretching, just one small shift in any software videoplayer.
