Looks like a telefilm (though apparently it isn't). Admittedly not a masterpiece, but maybe not deserving the 1/10 quotation of the critics: it just is as good (or bad) to watch as a regular random Doctor Who episode (on which, by a matter of fact, this movie is borrowing a lot of inspiration).
I haven't yet watched the full movie: the sound is indeed replaced by a commentary. All I have seen is the beginning credits with archive films of Hitler looped and reverse played... which was quite funny even without the audio and decided me to try finding an alternative source. For those frustrated with the audio track and who cannot wait, the full movie can be seen on youtube (just search for the title). Humor is clearly a bit on the heavy side, but seems enjoyable to watch.
The acting and faux blood is so lame that despite a few good ideas, this is just utterly unconvincing. Snuff spoof is a great idea for a low budget horror movie, but if you want to watch some, forget this one and rather try (for instance) Fred Vogel's "August Underground's Mordum" or Satoru Ogura's "Guinea Pig: Devil's Experiment".
