Despite being largely contrived and full of diluted

Despite being largely contrived and full of diluted and messy subplots, S Storm is still an entertaining piece - and not as bad as L Storm. After a team investigating the Jockey Club for corruption is formed, a suspect is immediately killed by an assassin. Now, William Luk and his colleagues have to unravel a global football fixing syndicate. While the plot sounds simple, S Storm bogs it down with increasingly heavy subplots, such as a rather lengthy one in Shenzhen involving someone who used to be the boyfriend of someone connected to the case, which has no real weight on the plot, as well as the killer's interactions with a girl who just happens to be the sister of a rather inefficient and unmotivated officer connected to the case. The runtime of 95 minutes doesn't do any of it justice, resulting in a hot mess of a script. That said, most of the cast turn in great performances. Hong Kong's busiest man Louis Koo turns in a rather good performance, albeit one seemingly not requiring any effort, since the role is as cliched and unstoppable as most roles go. Ada Choi is listed as the main cast, but doesn't get to do much except dump heavy exposition. Vic Chou of F4 fame is woefully miscast as an assassin, despite showing a strong performance. Unfortunately, he is absolutely bereft of any meaningful screen time except when he needs to off someone related to the case. To add insult to injury, this is supposedly someone who has been through the Vietnam War, but is unscarred. A timely headshot saves Chou from the rest of the franchise. Julian Cheung joins the franchise and turns in a rather impressive performance as a troubled cop, but his backstory is also convenient to the plot rather than having any special weight. In essence, S Storm could have been better if the runtime had just been a little longer, but continues to think that a fast-paced film requires short runtimes and quick cuts. It doesn't, and this comes at the expanse of much needed character development. It is, however, an improvement over its predecessor Z Storm, and rather watchable.
