Where is a documentary about people who are dog/cat predators? A person, from my town, was a serial cat/dog killer. He skinned the animals and try to sell the skins, of the animals, on ebay

This documentary takes an odd angle. It's not about predators and televised undercover stings. It's about exploitation. The predator exploits the children, but the TV show exploits the predator. Not for justice, but for entertainment and ratings. Skeeter, the YouTube copycat does it for clicks and views. The justice is just a side note.
