Interestingly, the reviews also show up the weakness of the RT scoring system. While it shows 83% tomatoes, a large number of those critic reviews are 3/5, so the audiences 49% is probably a better marker

James Woods, with his no-nonsense attitude, intense stare and iconic voice, was born to play characters like that of Lloyd Hopkins, a cop who, say it with me now, plays by his own rules, and becomes obsessed with a killer that’s bumping off women in grizzly fashion. The mystery itself is always involving, and the film never makes the mistake of throwing in too many twists and turns, so events remain complex but not unfollowable. There’s an authenticity to the dialogue and the attitude of all the authority figures which makes the events easier to buy, and while it does succumb to many of the shopworn tropes of the genre, it doesn’t dwell on any of them. The most disappointing aspect is the climax, because the killer is a character who pops up twice near the beginning and gets less than 3 seconds of screentime. When it comes to films of this nature, much of the fun and intrigued is derived form the viewers desire to try and crack the case before the lead does, identifying the killer by piecing together whatever scraps of information they’ve been presented throughout the narrative. But here, the culprit is an individual we’re only introduced to well into the 3rd act, and while the motivation makes sense, the fact that we don’t know them renders their comeuppance flat and emotionless. But while the ending might be something of a dud, the events leading up to it are intense, visceral and impactful. Say what you want about James Woods as a person, as an actor, he always gives his all.

What a wonderful time with James woods and Leslie ann Warren. To me this is one of his better movies earlier in his career. The action works and the suspense will have you on the edge of your seat. The way he ignores his direct orders from his superiors is hilarious. There's always room for more cop movies. Tim Treakle
