Plot summary
After disappearing for five years, detective Charlie Vargas returns to Los Angeles to avenge the death of his former partner. Along with White Chocolate, a young detective with a chip on his shoulder, the two enter a world of Black Magic, Zombies and Mexican Wrestling, in search of the infamous drug trafficker and murderer, Jimmy Vanilla.

Comedy set in the '70s with two Hispanic cops (with very broken English) on the trail of a bad guy in Los Angeles who will turn everyone into zombies via his funk band.
Per the credits, the whole operation is Hispanic run. Production quality is relatively good vs the tiny budget, although clear mistakes are made. But intends to be a grindhouse satire, complete with looking like worn old film.
It's kind of funny but ends up being a one-joke thing. Only paid $1.25 for the DVD, though...okay, plus tax.
