For what it costs to produce a movie, any size budget, it's a shame when it's wasted on something like this. An unimaginative script, a Mayor's office that looks like it was set up in a motel room, a total clown cast as the Mayor. A jail cell with sheet rock walls?? A guy gets his throat slit and hardly any blood comes out. This is not a movie I would have paid for. It was just this side of watchable.
